Sorry it is not possible because the minimum qualification required for UPSC exam is graduation degree

Age limit
Age must be between 21-30 years

As you said that you want to apply for UPSC Exam after 12th board so you can apply for 2 exams conducted by UPSC

NDA (National Defence Academy) Exam
SCRA (Special Class Railway Apprentice) Exam

Eligibility for NDA Exam
Candidate must have passed in 12th
Candidate must be Indian and unmarried male
Medically fit and fine

Age limit
Age should be between 16.5-19 years


Eligibility for SCRA Exam
Candidate must have passed in 12th and have physics and maths in 12th level.

Age limit:
Age should be between 19 - 21 years

Except these exams all the exams in UPSC are graduation based.
