Non Creamy Layer Eligibility

My father earns 80000 per annum. Am I eligible for OBC Non Creamy layer certificate?

Info about Non Creamy layer certificate for OBC (Other Backward Classes) as follows:

Eligibility:
You must fall in OBC Category
Parents Income should not exceed more than Rs.4,50,000 annually.

Parents, either of whom is a direct Class I officer or
Parents, both of whom are direct Class II officers or
Parents of whom only the father is a direct Class II officer and he gets into Class I at the age of 40 or earlier
In military, colonel and above.
All the government servants ether than the above four fall in Non Creamy Layer.

i m govt. employed person (class 2) . But now i m trying for class1 exam. so now for getting non creamy layer cert. whose income would be consider .i mean mine or my parent or both of us.

my father is group c (class III) railway govt employee posted as loco pilot.whether i m eligible for obc non creamy layer certificate??
