Hi rashidha , both are english test , it is always better to give both tests.
Its mainly depends on you where you want to apply for your higher education.
IELTS is use is UK,Australia,Canada and European countries.
While GRE ,TOEFL is use to get admission in USA universities.

Kind of a weird question I guess, but Im wondering what other suggest I wear to the exam. Are the testing centers hot or cold? Are there clothing restrictions?

Maybe you didnt have enough time to study? Its just one question... dont be too hard on yourself Study harder and youll be fine redoing the exam in the spring Good luck
