Yes there is a linking factor in the co-operation between the US and the Indian navy that is the regional military s and security experts.

The active patrols by nuclear-armed Chinese submarines has sparked intense surveillance activity around the China's southern submarine base on Hainan Island, and nearby waters.

India is preparing to launch its first locally-built submarine armed with nuclear tipped missiles.

The U.S. attack submarines are seeking to track the Chinese nuclear armed submarines in the Pacific.

The Chinese are expected to send their own attack submarines to the Indian Ocean in greater numbers to scrutinize the Indian patrols.

Japan has became a permanent member of the annual U.S.-India Malabar exercises in the Bay of Bengal last year for the first time in eight years

India need United States for technology for its warship and could also work with Washington to explore technologies that can augment India’s next-generation submarine
