He hails from the town of Enrique Villanueva, Siquijor and was born on May 20, 1958.

He has two Baccalaureate degrees in Science and Agriculture and Law, respectively.

He earned 4 Masteral degrees on National Security Administration (1996); Public Administration (1995); Business Administration (1994) and Development Studies (1986).

In 1979, he started his career as a college instructor at the Andres Bonifacio College in Dipolog City, Zamboanga Del Norte. Then he entered the government service as an Farm Management Technologist of the then Ministry of Agriculture in 1981.

At present, he is completing his study in PhD in Extension Education at the University of the Philippines Los Banos, Laguna and a Career Executive Service Officer III as well.

He was already an Agricultural Development Specialist of the Ministry when he transfers to the Agricultural Training Institute - Farmer’s Training Center in Dipolog City as its Training Center Superintendent in 1989.

Young and dynamic, Director Saliot is known for his aggressive stand in supporting the transformation of the extension delivery system in agriculture and fisheries.
