Manipal University is reputed University and recognized by UGC.As you have done your Part-Time MS course form this university and now want to do Ph.D so you can do the Ph.D.

For Ph.D a post graduate degree is required in relevant subject.You have already done part time MS so on the basis of this degree you can do the Ph.D.
If you have some work experience that it would be make some benefits to you in PhD.

Hi,

The eligibility for Ph. D varies for every university or colleges
Moreover the basic requirement is a Masters degree or an equivalent degree in the relevant discipline.

The degree should be from well recognised where it is part time or full time

Sikkim Manipal University is one of the prominent & renowned universities in the domain of Distance Education.
So your MS degree from there makes you qualify for further picking up PhD.

The cut off percentages vary. Some of the institutes conduct entrance exams while few requires atleast two Research Publications for the Ph.D programs. Some also ask for work experience.

Candidates desirous of earning a Ph.D. in a particular area should exhibit deep understanding and maturity in that area. This is evaluated through an extensive interview by a panel of experts. A description of one or two proposed areas of specialization is to be attached along with the application form. The description should include references to work published in leading journals or conference proceedings including at least one reference to seminal work in that field.
