sir notification of aptransco didn't really mean to recruit all eligible candidates or only the aptransco contract workers. please give the clarification

Age: more than 18 years as on exam year.

Qualification:
For JLM : candidates must have passed SSLC/ 10th class/ SSC examination .Also should have ITI certificate in electrical trade.
For sub-engineers : The candidate should have done diploma in electrical engineering or should be graduate in electrical engineering along with diploma in electrical engineering.
