BHU was establish to manage sustainable Land Information Management System, which serves as a record of conclusive Title of all land.

Nizamabad Pilot Project:

1. Present scenario:

Land is a key asset for the rural and urban poor and a vital base for economic and social development. Land property rights need to be potential to empower the rural and urban poor to face the challenges due to recent rapid globalization.

Land surveys in Andhra Pradesh were not systematic. Different systems of survey were adopted in Andhra Pradesh State during initial surveys such as paimish, khasra, Simple Triangulations, Plane table, punganoor system diagonal and offset system. In Andhra area diagonal offset system is in vogue and in Telangana region, Maharahstra system was adopted. The above traditional systems of survey are cost affective, time consuming and laborious.

The Land records presently maintained were prepared nearly a century ago. As a result due to ageing problems majority of survey land records are in dilapidated and brittle conditions. Further due to continuous usage the records are mutilated. Resurveys, being cost intensive and time consuming, have not been under taken for decades to create fresh set of land records. As per the system of maintenance resurvey is required to be done once in every 30 to 40 years. By now, resurveys have to be repeated three times. As a result of these deficiencies in Land Records, citizens are facing serious difficulties in safe-guarding their properties or obtaining quality services from Government agencies.

In Andhra Pradesh, the process of registration is treated as revenue generating activity. The system of deeds registration is in vogue wherein the Registration department has no responsibilities to ensure that only legal owners will transfer the property. As a result the multiple transactions on the same property by persons other than legal owners are possible leading to many complications and huge number of litigations.
