BHU was establish to manage sustainable Land Information Management System, which serves as a record of conclusive Title of all land.

Nizamabad Pilot Project:

1. Present scenario:

Land is a key asset for the rural and urban poor and a vital base for economic and social development. Land property rights need to be potential to empower the rural and urban poor to face the challenges due to recent rapid globalization.

Land surveys in Andhra Pradesh were not systematic. Different systems of survey were adopted in Andhra Pradesh State during initial surveys such as paimish, khasra, Simple Triangulations, Plane table, punganoor system diagonal and offset system. In Andhra area diagonal offset system is in vogue and in Telangana region, Maharahstra system was adopted. The above traditional systems of survey are cost affective, time consuming and laborious.

The Land records presently maintained were prepared nearly a century ago. As a result due to ageing problems majority of survey land records are in dilapidated and brittle conditions. Further due to continuous usage the records are mutilated. Resurveys, being cost intensive and time consuming, have not been under taken for decades to create fresh set of land records. As per the system of maintenance resurvey is required to be done once in every 30 to 40 years. By now, resurveys have to be repeated three times. As a result of these deficiencies in Land Records, citizens are facing serious difficulties in safe-guarding their properties or obtaining quality services from Government agencies.

In Andhra Pradesh, the process of registration is treated as revenue generating activity. The system of deeds registration is in vogue wherein the Registration department has no responsibilities to ensure that only legal owners will transfer the property. As a result the multiple transactions on the same property by persons other than legal owners are possible leading to many complications and huge number of litigations.

As part of efforts directed at reforming land administration, the Government of Andhra Pradesh has considered the introduction of Bhu Bharati, an integrated land information system, which has been piloted in Nizamabad district.

After assessing the implementation of the Bhu Bharati Project in Nizamabad district, Government of Andhra Pradesh decided to rollout the project in 5 more districts of Andhra Pradesh viz., Srikakulam, Nellore, Kadapa, Anantapur and Karimnagar.

Client Name : Department of Land Revenue, Government of Andhra Pradesh

Client Type : State Government

Start Date : 1st May, 2006

Project Description

The Government of Andhra Pradesh approved the concept of the project and issued an order for piloting it Nizamabad district.

Accordingly, the current department-centric approach will make way for a service-centric architecture.

The system will deliver the entire gamut of land-related services to the end users through a unified interface.

The present system of maintaining land records in multiple government departments will be discontinued.

A single dedicated agency will create, maintain and deliver all land-related services like survey, subdivision, maintaining title records, registering property transfers, and maintaining property tax records in rural and urban areas.

All records will be maintained in digital form. Processes will facilitate updating of records as and when transactions occur.

The entire data will be maintained in a central repository, with multiple access points. Records will be integrated, transparent and easily accessible to everybody.

Stakeholders for the project

The project will impact the following:
• The Government of Andhra Pradesh
• Participating agencies, including the Survey dept, Registration dept, Revenue dept and Local bodies
• Other departments related to land like forestry, irrigation, R&B, panchayati raj
