C.M.J. University, Modrina Mansion, Laitumkhrah, Shillong (Meghalaya) was built up vide Act No. 04 of 2009 (Notification No. LL(B)42/09/80 dated 20.07.2009) of the State Legislature of Meghalaya as a Private University and was engaged to grant degrees as determined by the UGC under Section 22 of the UGC

Act, 1956 at its principle grounds in consistent mode with the endorsement of statutory bodies/gatherings, wherever required. CMJ University was not approved to open offcampus centre(s)/consider centre(s) past the regional locale of the State of Meghalaya according to the judgment of Hon'ble Supreme Court of India

This University was not permitted to open any centre(s) even inside the province of Meghalaya according to the arrangements contained in UGC (Establishment of and Maintenance of Standards in Private Universities) Regulations, 2003 without the endorsement of UGC. The University was permitted to direct M.Phil/Ph.D programs in general mode at its fundamental grounds at Shillong (Meghalaya) yet just according to the arrangements contained in the UGC (Minimum Standards and Procedure for Awards of M.Phil/Ph.D. Degree), Regulations, 2009.

His Excellency the Governor of Meghalaya in his ability as guest started certain activities against CMJ University for anomalies conferred by it. His Excellency too prescribed to the State Government of Meghalaya for disintegration of this University as far as Section 48 of the CMJ University Act, 2009.

UGC has been getting grumblings about the courses keep running by CMJ University
utside its regional purview and furthermore in the off-grounds/contemplate focuses built up by the University without the endorsement of UGC and the State Government.

UGC constituted an Expert Committee for the accompanying purposes:-

(i) To survey satisfaction of criteria regarding programs, workforce,
infrastructural offices, monetary practicality, and so forth as set down from time to time by the UGC and other concerned statutory bodies, and

(ii) To investigate the infringement as revealed by the Governor Secretariat, Meghalaya and different grievances got by the UGC. UGC Expert Committee went by CMJ University on 01.08.2013 alongside the chosen people from AICTE and NCTE.

The report of the UGC Expert Committee was set before the Commission at its 495th meeting hung on 01.10.2013. The Commission considered the report and affirmed the same.

UGC vide letter No. F. 8-21/2010(CPP-I/PU) dated 22.10.2013 sent a duplicate of the answer to the Governor Secretariat, Meghalaya and Chief Secretary, Meghalaya Government with the demand to make proper move against CMJ University as per the arrangements of the University Act or some other law as the Governor Secretariat/State Government considers fit.

The Governor Secretariat/Meghalaya Government were additionally asked for to take a choice about the legitimacy of the degrees as of now granted by CMJ University in the past keeping in see that exclusive those degrees can be named as legitimate for which courses were led by CMJ University in consistent mode at its fundamental grounds at Shillong and that too with the earlier endorsement of Statutory Council(s) concerned, wherever, required.

It was likewise educated that M.Phil/Ph.D. can be directed by any University in customary mode at the principle grounds and according to the arrangements contained in the UGC (Minimum Standards and Methodology for Awards of M.Phil/Ph.D. Degree), Regulations, 2009.

The Governor Secretariat and Government of Meghalaya have been asked for to illuminate the choice taken as the UGC is accepting part of inquiries about CMJ College and legitimacy of degrees as of now granted by it.

The UGC is yet to get any reaction from Governor Secretariat (Meghalaya) also, Government of Meghalaya.
