DRDO was formed in 1958 from the amalgamation of the then functioning Technical Development Establishment of the Indian Army and the Directorate of Technical Development & Production with the Defence Science Organisation.

Works services for DRDO are generally commended to MES who plan and execute them through Defence Works Procedure 1986. In 1985, for planning and execution of time bound works, an in-house R&D Construction Establishment (RDCE) was created.
