rank cut offs

Sir,i would like to know whether there is a rank cut off ,and if there is then what is the criteria.My rank in the 2012 b.ed entrance was 795 and i was disappointed when i was not alloted a study centre.Kindly reply at kavitajaiswal72@gmail.com.
