Engineering degree from Open university

I am wishing to study civil engineering in Karnataka state open university. I have question that, if we got a degree from KSOU , shall we can apply for UPSC and state PSC exams ? also shall we can register as a licensed engineer ?

Eligibility:

Those who passed 10+2 with physics, chemistry and mathematics can apply for the program and those having 3 year diploma can apply for lateral entry into the 2nd year of the program also.
Priority is given to graduates and diploma holder’s now a days.
