Interest on Central Excise Payment Code

Hello sir, I am CA and want to know the amendments in Central Excise Payment Code. Where from can I get this data?

Payment of Central Excise dues in installments, Interest on delayed payment of dues. The Board has decided that the rate of interest on delayed payments of central excise dues would be 20% p.a. as informed in Notification dated 29.5.95, even in cases where installment facility is allowed. In the old cases also where installment facility was granted in accordance with instructions. From 18.3.1991, the rate of interest would be the statutory rate i.e. 20% per annum from the date the new Section 11AA came into existence.
