As you are looking for the difference between IAS, PCS and IRS, so here I am giving you the same

IAS
-Indian Administrative Services - IAS are actually the civil based administrative services of the Government of India.
- IAS are the ones that relate to the policy making of our nation and relates to the complete bureaucracy of the Union Government that covers both the two forms, that is the Central as well as the State government.
- IAS offers are recruited by the Union Government of India under the advice of Union Public Service Commissions (UPSC)

PCS --
-Provincial Civil Services -- PCS are actually the civil based administrative services of the State Government.
-These officers relate to the policy making of the state to which they belong.
- These officers are also selected through an entrance test conducted by the state based Public Service Commission.

IRS--
-Indian Revenue Service (IRS) is the revenue service of the govt. of India.
-It is one of the Central Civil Service.
-The Service functions under the Department of Revenue in the Union Ministry Of Finance and is concerned with the collection and administration of the various direct and indirect taxes accruing to the Union Govt.
-IRS comprises two branches –
IRS (Customs and Central Excise) and
IRS (Income Tax)
