CATO Institute was established in 1974.
CATO Institute was founded by Murray Rothbard, Ed Crane, Charles Koch.

DREAM Act is plan and future ideas for improving a less-than-ideal situation by legalizing a population that is primed to live the American dream, and is virtually guaranteed to bestow real blessings on our economy and society.

CATO Institute believes that DREAM Act would legalize students who entered the United States at least five years before its passage and were under the age of 16 when they entered.

The DREAM Act would lift thousands of students out of a legal netherworld and allow them to improve themselves while at the same time contribute to a more productive United States

There is a though about DREAM Act that it is not a perfect call for those of people who believe in limited government, but in our less-than-perfect world, the act would make a bad situation better.

DREAM Act is a piece of legislation.
