The two-headed leadership: organising the centre
Successfully managing the challenges discussed above requires that the Coalition
government is based on a stable balance between the two parties. This does not imply
an even division of power or influence. The Conservatives won substantially more votes
and seats than the Liberal Democrats in May 2010. They will therefore rightly expect to
exercise more influence over policy to control the greater part of Whitehall. But it does
require that throughout government the two parties have the opportunity and capacity to
contribute to and influence decision-making processes, and that decisions reached reflect
mutually acceptable outcomes.
