What is the process to get register for Dravidian University off campus Phd for year 2012? Is there any entrance exam for this at University? I have done MA from Delhi University?

The Dravidian University was launched on October 20, 1997 through the Government of Andhra Pradesh. It was founded by the Government of Andhra Pradesh by a General assembly Act (No.17 of 1997) at Kuppam, a tri-lingual joint in the south-western division of Andhra Pradesh. Today developed into a strong institution of twenty-one Academic Departments and seven Research Centres. Settled in a sylvan scene, pollution-free and esthetically appealing, Srinivasavanam, the campus located at now traditional picture of a Gurukulam in twenty-first Century, blending tradition and modernity harmoniously.

I want to apply for Dravidian University UG distance course so please tell me when the university will conduct entrance exam for its UG distance course and what is the syllabus of the exam?
