Bachelor of Education is a course offered for those who are interested in pursuing career in teaching and related fields. The eligibility criteria for this course are as following:

The applicant should hold Bachelor of Arts (B.A), Bachelor of Science (B.Sc.) or Bachelor of Commerce (B.Com.) form a recognised board/university with at least 50% marks.

As you can see that minimum 50% are required in the graduation, that why you are not eligible for this admission after scoring 61% in 12th and 45% in B.A. if you belong to a reserve category then might be you have some chances

Generally this program covers following topics:
Education, Culture and Human Values.
Educational Psychology.
Educational Evaluation and Assessment.
Guidance and Counselling.
Holistic Education.
Philosophy of Education.
