Choosing a web application programming language has become a critically important step. Choose that language in which you are interested to work further. Regarding the choice, this depends upon the area/country you want to settles to or living in but in general any of these will work if you are an expert.

ASP.NET is a Framework used for Developing Web applications and services.
ASP.NET new versions has reduced 70% of coding, but performance is slow.

Java –

JAVA leading in WEB
Java comes with many variants like J2EE, J2ME, JSF, JAVAFX etc.
Java is platform independent, whereas ASP.NET is platform dependent.

You are asking that which language is more effective for Web Designing ASP.NET or Java. Both the ASP.NET and Java are most popular languages.

According to me the ASP.NET is much better for the Web Designing because the ASP.NET is much easily then the Java. You want to create effective Web site then ASP.NET is better option.

ASP.NET is used to create web pages and web technologies and is an integral part of Microsoft’s .NET framework vision.
