Karnataka is the first Indian State to pass Fiscal Responsibility Act (KFRA) in 2002. Government of Karnataka (GoK) established it in 2007, with an initial plan granted by Government of India.

Setting up FPI signifies the commitment of the State to institutionalize the process of implementing the Act in real sense. Thus, FPI is set up to assist GoK to enhance "informed" decision-making in state government and local bodies.

Fiscal Policy Institute (FPI) was founded in 1991. It is an independent, nonpartisan, nonprofit research and education organization which is responsible for improving public policies and private practices to better the economic and social conditions of all New Yorkers. It works to create a strong economy in which prosperity is broadly shared.

It publishes an annual analysis of the state’s fiscal situation and tax system, a biennial report on the state of working New York, and reports and articles on a variety of related subjects.
