Yes you can apply for the M.Tech after doing MSc (IT), for that you have to crack the Graduate Aptitude Test in Engineering (GATE) in the stream you are thinking to do M. tech. the eligibility for Graduate Aptitude Test in Engineering (GATE) is as following:

The applicant should have completed graduation or master’s degree with good academic record from any recognized university of India.
