No, UPPSC do it on an advertisement basis. there is no schedule as such.. i have checked the UPPSC web site but there's no schedule for recruitment given for 2012... however you can keep checking the advertisement section on the UPPSC web site (uppsc.org.in) to find the latest vacancies. current vacancy at UPPSC is for Assistant Conservator of Forests (Special Recruitment) and it seems preety much outdated...
